The 3CL method (Calculation of Conventional Housing Consumption) is the official DPE calculation method in France since the 2021 reform. It takes into account the building envelope (wall, roof, floor and window insulation), heating systems, domestic hot water production, ventilation, and the climate zone to determine the conventional energy consumption of the dwelling.

The energy class ranges from A (very efficient, less than 70 kWh/m2/year) to G (thermal sieve, more than 420 kWh/m2/year). It is determined by the dual threshold: primary energy consumption (kWh/m2/year) AND greenhouse gas emissions (kg CO2/m2/year). The worst of the two scores determines the final class.

A thermal sieve is a dwelling classified F or G on the DPE. Since 2023, the most energy-intensive G dwellings (> 450 kWh/m2/year) have been banned from rental. In 2025, all G dwellings are affected, then F in 2028 and E in 2034. These dwellings must be renovated to be rented out.
