Did you have a heat pump installed last year, then insulate your loft this year? In the wrong order, you have probably just paid for an oversized heat pump — too powerful for heating needs that fell once the insulation was in place. It is the most expensive mistake in energy renovation, and it is almost always avoidable: the order of works determines equipment sizing, final performance and return on investment.

The rule is easy to state, harder to hold against a tradesperson who suggests "the heat pump first, we'll insulate later": you treat the building envelope first (insulation, windows, airtightness), you ensure suitable ventilation, and only then do you replace the heating system, now correctly sized. This article explains why this order is not an engineer's preference but a condition for profitability.

Up to 75% of heat loss in an uninsulated house escapes through the roof, walls and windows (source: ADEME). Until those losses are fixed, a new heating system — however efficient — mostly heats the outdoors.

The regulatory framework: energy audit and whole-house renovation

The order of works is more than good technical practice: it is now structured by the regulatory framework, which encourages thinking in terms of a renovation trajectory rather than isolated single measures. Two schemes frame this logic.

First, the regulatory energy audit. Since 1 April 2023 it has been mandatory at the sale of single-family houses and single-owner buildings rated F or G; it was extended to class E on 1 January 2025, and will apply to class D on 1 January 2034 (CCH art. L.126-28-1, introduced by the Climate & Resilience Act, law no. 2021-1104 of 22 August 2021). The audit does not merely state the class: it proposes at least two works pathways leading to a high-performance renovation — one in a single step, the other in stages, the first of which must deliver a gain of at least two classes and treat two insulation items (arrêté of 4 May 2022 as amended, applicable since 1 April 2024). It explicitly states the order in which to carry out the measures — the envelope before the systems — to guarantee a coherent result.

Second, the MaPrimeRénov' accompanied pathway, which funds whole-house renovation. Managed by the Anah (French National Housing Agency), this pathway requires a gain of at least two energy classes and the mandatory use of an approved "Mon Accompagnateur Rénov'" advisor (decree no. 2022-1035 of 22 July 2022). In 2026, the MaPrimeRénov' scheme reopened on 23 February 2026, with a mandatory France Rénov' appointment beforehand; note that, in the single-measure pathway, internal (ITI) and external (ITE) wall insulation are no longer funded on their own — wall insulation now falls under the accompanied pathway, which mechanically reinforces the sequenced-package logic.

Finally, two calendar markers set the urgency. The progressive rental bans — homes rated G since 1 January 2025, F from 1 January 2028, E from 1 January 2034 (CCH art. L.173-1-1 and L.173-2) — fix the deadline. And the DPE (Diagnostic de Performance Énergétique — French Energy Performance Certificate) is valid for ten years (CCH art. D.126-19): a certificate drawn up before major works remains valid but no longer reflects actual performance — a new DPE after works is needed to record the class jump.


Why the order of works changes everything

The guiding principle fits in one sentence: you reduce the needs before sizing what covers them. A building behaves as a system; each measure changes the needs of the next ones. Reversing the order means sizing equipment for needs that are about to disappear.

1. The envelope first: insulation and windows

The envelope — roof, walls, lower floors, windows — is the absolute priority. According to ADEME, in an uninsulated house heat loss is split roughly as follows: 25 to 30% through the roof, 20 to 25% through the walls, 10 to 15% through windows and air renewal, 7 to 10% through lower floors, the rest through thermal bridges. The efficiency hierarchy follows: you insulate the loft first (the best cost-efficiency measure), then the walls, then deal with the windows.

Key point: insulating the roof and loft is, in the vast majority of cases, the most profitable measure per square metre treated; it is almost always where a coherent renovation trajectory begins.

2. Ventilation: inseparable from insulation

A well-insulated home becomes airtight. Without organised air renewal, moisture builds up, air quality deteriorates and mould can appear. Mechanical ventilation (VMC — French controlled mechanical ventilation), whether single-flow humidity-controlled or dual-flow with heat recovery, must therefore be planned at the same time as the insulation, never as an afterthought. Dual-flow ventilation recovers a significant share of the heat from extracted air; poorly installed or absent, it instead ruins the benefit of the insulation.

3. Airtightness: the invisible measure that seals it all

Airtightness deals with parasitic leaks: wall-to-window junctions, duct penetrations, hatches, roller-shutter boxes. These uncontrolled infiltrations can represent a notable share of heat loss and create draughts that push people to overheat. It is treated after or during insulation, and always in line with ventilation: you remove the unwanted leaks and organise the desired air renewal.

4. The heating and hot water system: last, and well sized

Finally comes replacing the system — heat pump, boiler, connection to a heat network, thermodynamic or solar water heater. This is where the order pays off most: once the envelope is treated, the home's heating needs have fallen sharply, sometimes by half. A heat pump sized for these new needs is smaller, cheaper, and runs within its optimal efficiency range. Installed before insulation, it would have been oversized: higher purchase cost, short on-off cycles that wear the compressor, degraded seasonal efficiency (seasonal energy efficiency, or ETAS). That is the technical reason why you never install the heat pump before insulation.

⚠️ The classic mistake: accepting a heat pump "right now" because the old boiler has failed, then insulating "once the budget allows". The heat pump will be sized for the needs of an uninsulated home, so 30 to 50% too powerful once insulation is done — a permanent extra cost no grant can recover.

5. The finishing touches: controls and solar generation

Controls (programmable thermostat, room-by-room regulation) and photovoltaic electricity generation come last, once the needs are minimised and the system calibrated. Installed too early, they optimise a building that is still a thermal sieve; installed as finishing touches, they refine an already efficient system.


Case study: right order versus wrong order

Take a single-family house from 1975, rated F, heated by an ageing oil boiler. The amounts below are illustrative: they draw on the cost ranges published by ADEME and France Rénov' and vary greatly by region, floor area, building condition and tradespeople. They are meant to show the difference in logic between the two sequences, not to price a specific project.

Scenario A — The wrong order: heat pump first

The oil boiler fails in winter. In a rush, the owner has an air-to-water heat pump installed, sized for the house as it stands — uninsulated. The following year, they insulate the loft and walls. The result: the heat pump, designed for high needs, is now oversized. It multiplies short cycles, wears out prematurely and never reaches its nominal efficiency.

Scenario B — The right order: envelope first

The same owner, advised by an audit, first insulates loft and walls, installs suitable ventilation, treats airtightness, then replaces the heating. By that stage, needs have fallen sharply: the required heat pump is smaller, cheaper, and runs within its optimal range.

For a comparable overall budget, Scenario B delivers a far more efficient home: a durable heat pump, lastingly lower bills and, above all, the jump of at least two classes targeted by a whole-house renovation — a jump almost unreachable by merely changing the heating. The order mistakes that destroy ROI

Mistake 1 — Changing the heating before insulating

This is the cardinal mistake, often triggered by a breakdown. Installing a heat pump or boiler on a home that is still a thermal sieve means sizing for needs doomed to disappear. If the boiler fails in an emergency, a temporary repair or a back-up heater to get through the winter almost always costs less than locking in bad sizing for fifteen years.

Mistake 2 — Insulating without treating ventilation

Making a home airtight without organising air renewal causes condensation, damp and mould. Ventilation is planned with the insulation, never afterwards. It is a matter of building health as much as comfort.

Mistake 3 — Stacking isolated measures with no trajectory

Carrying out works piecemeal, with no audit or overall vision, leads to inconsistencies: new windows on uninsulated walls (worsened thermal bridges, displaced condensation), or solar panels on a still energy-hungry building. The energy audit and the accompanied pathway exist precisely to avoid this waste.

⚠️ Warning: replacing windows before insulating walls can shift the condensation point onto the cold walls and encourage mould. Windows are treated in line with envelope insulation, not in isolation.

Mistake 4 — Forgetting the DPE after works

A DPE stays valid for ten years (CCH art. D.126-19), but a certificate drawn up before major works no longer reflects reality. To escape a rental ban or to add value at sale, you must have a new DPE drawn up once the works are finished: it is the new certificate that officially records the class jump.
