How does it work?

The electricity-to-primary-energy conversion factor is 2.3 for certificates issued from 1 July 2021 to 31 December 2025, 1.9 for those issued in 2026 (order of 13 August 2025) and 1.7 for those issued from 1 January 2027 (order of 19 August 2026). For an all-electric home the first step removes up to 17.4% of primary energy, the second up to 10.5% more — enough to move the energy rating. A certificate within its validity period keeps its rating (or that of an attestation obtained at a change of factor) until it expires; from 1 January 2027, an ADEME attestation on the 1.7 scale can replace it.

Who is affected by the 2027 DPE?

Homes with an electricity share

The factor applies to electricity only: the larger the electricity share, the more the displayed primary energy falls. On the 1.7 scale, a further 161,479 EPC-assessed homes would leave the energy-sieve bracket, on a target perimeter of 9,625,591 certificates — ratings reclassified against the statutory threshold table.

Gas, oil, wood — and carbon

The other energy sources carry a factor of 1. An all-gas home still has an electricity share — lighting and auxiliaries always are — but it is too small to shift the rating: the question is not who moves, it is who moves enough to change letter. And on the same perimeter, 604,669 EPC-assessed homes would remain sieves on the 1.7 scale as on the 1.9 scale — it is not their consumption that rates them, it is their boiler. The rating retains the worse of the two classes, energy and climate.

What the factor really changes — and what it does not

The electricity conversion factor is 2.3 for certificates issued from 1 July 2021 to 31 December 2025, 1.9 for those issued in 2026 (order of 13 August 2025) and 1.7 for those issued from 1 January 2027 (order of 19 August 2026). At each step it changes the calculation, not your home. That distinction has very concrete consequences.

The split is clear-cut

What changes

  • Your stated primary-energy consumption, mechanically cut — by up to 17.4% on the 1.9 scale, and up to 10.5% more on the 1.7 scale, for an all-electric home
  • Your energy label, if primary energy was what determined it — on a certificate issued under a scale more recent than the one your document carries, or once the ADEME attestation is obtained
  • Your energy-sieve status, and therefore whether the home is decent for a new lease — once the ADEME attestation is obtained

What does not change

  • Your actual final-energy consumption — the one you are billed for
  • Your bills, at a constant price per kWh
  • Your thermal comfort, insulation and heating system
  • Your climate (GHG) label, which follows a separate scale

The point almost everyone misses

A DPE label always takes the WORSE of two scores: the primary-energy one and the greenhouse-gas one. That rule decides who gains something from the reform and who gains nothing.

Electric heating: the French mix is low-carbon, so your GHG score is generally good. It is primary energy that caps your label — and that is exactly what the reform improves. You are the winning case.

Gas, oil or wood heating: your label is usually capped by GHG, which the reform does not touch. You may see your primary-energy figure drop slightly without your letter moving at all. That is not a bug in the simulator.

The mistakes that skew the simulation

    Entering final energy instead of primary energy

    In manual mode, the field expects primary-energy consumption — the large figure on the energy label, covering 5 uses. The DPE also shows a final-energy figure: for an all-electric home surveyed before 2026, it is roughly 2.3 times lower (1.9 times for a certificate issued in 2026, 1.7 times from 1 January 2027).

    What it changes: The simulator then places the home several letters too high: entering 180 kWh/m²/yr of final energy instead of 415 in primary energy displays a D instead of an F. The percentage reduction itself stays the same — it is not the reduction that is wrong, it is the starting point, in the most flattering direction.

    Declaring "electricity" for mixed heating

    Choosing "Electricity" in manual mode makes the calculation assume all consumption is electric. Yet many homes combine electric heating with gas, oil or wood for hot water or as a backup.

    What it changes: The label gain shown is overstated. The "by DPE number" mode solves this: the simulator retrieves your actual consumption and applies the reduction only to the electric share.

    Forgetting that the climate label is unknown

    A DPE label always takes the worse of two grades, energy and climate. In manual mode the simulator does not know your climate grade: it can only compute the energy side.

    What it changes: For a home whose climate grade is what caps the label, the manual result is too optimistic. Here too, the "by DPE number" mode retrieves the climate grade and lets it apply.

    Simulating a certificate already issued in 2026

    Certificates issued in 2026 already apply the 1.9 factor, and those issued from 1 January 2027 the 1.7 factor. Applying the reduction to them a second time counts it twice.

    What it changes: The label announced can come out one class better than the real one. Check the issue date at the top of the certificate: if it falls in 2026, the label shown is already on the 1.9 scale — only the move to the 1.7 scale remains to simulate, which is what the tool does in "by DPE number" mode.

    Not checking the starting certificate

    The simulator takes your certificate’s figures as they are: it converts them, it does not check them. If the starting certificate contains an error, the projection reproduces it exactly.

    What it changes: Across the 689,279 certificates our data lets us observe, 11.1% carry at least one major inconsistency. That rate aggregates eight families of checks and does not include the primary-to-final-energy ratio, counted separately: 5.3% of certificates show an inconsistency there, all severities combined — precisely the ratio the reform changes.

    Mistaking the simulation for a valid document

    The result shown here is a projection: it is not a document you can rely on, and it does not replace your certificate. Only your certificate and, where applicable, the ADEME attestation that replaces its rating are — an attestation generated by the DPE-Audit Observatory, which the ministry presents as free and requiring no new visit from an assessor.

    What it changes: A screenshot of the simulator carries no weight in a listing, a lease or a sale agreement. It is also what makes some owners receptive to a paid "updated DPE", when the ADEME attestation is presented as free.

What you actually need to do

Nothing mandatory, and certainly not a new survey. Your current certificate stays valid for its full ten years, with its rating. Certificates issued in 2026 already apply the 1.9 factor, and those issued from 1 January 2027 carry 1.7. For an earlier one, ADEME’s DPE-Audit Observatory generates a new-rating attestation — at the 1.9 factor until 31 December 2026, at the 1.7 factor from 1 January 2027 under the order of 19 August 2026 — which the ministry presents as free and requiring no new visit from an assessor: that is the document to ask for before paying anyone offering you an "updated" DPE.

Simulate my rating on the 1.7 scale

The new-rating attestation is generated by ADEME’s DPE-Audit Observatory: it replaces the rating of your certificate within its validity period without calling its input data into question, and keeps its expiry date. Until 31 December 2026 it applies the 1.9 factor; from 1 January 2027, the order of 19 August 2026 provides for an attestation at the 1.7 factor. The ministry presents it as free and requiring no new visit (press release of 31 August 2026).

Does my rating change on 1 January 2027?
Not by itself. The order of 19 August 2026 (NOR VLOL2617030A), published in the Journal officiel, France’s official gazette, of 26 August 2026, sets the electricity conversion factor at 1.7 for certificates issued from 1 January 2027, and its article 5 repeals the order of 13 August 2025 — a repeal by the executive, not to be confused with an annulment by the Conseil d’État, France’s supreme administrative court. A certificate within its validity period keeps its rating (or that of an attestation obtained at a change of factor) until it expires; that rating only changes if an ADEME attestation replaces it: at the 1.9 factor until 31 December 2026 for a certificate issued before 2026 and, under the order of 19 August 2026, at the 1.7 factor from 1 January 2027 — no attestation on the 1.7 scale can be issued before that date. Every certificate issued in 2026 applies 1.9.
Why does the factor change?
This factor converts the kilowatt-hours of electricity a home consumes into primary energy, the quantity that decides the rating. Its fall tracks the decarbonisation of the French electricity mix: this is its third value since the 2021 method — 2.3 for certificates issued from 1 July 2021 to 31 December 2025, 1.9 for those issued in 2026 (order of 13 August 2025), 1.7 for those issued from 1 January 2027 (order of 19 August 2026). The method used before 1 July 2021 applied 2.58; the 2.3 figure no longer matched the mix.
Does my existing DPE remain valid?
Yes. A DPE remains valid for its full ten-year term, and a change of factor does not interrupt it. The new-rating attestation is generated exclusively by ADEME’s DPE-Audit Observatory, and the ministry presents it as free and requiring no new visit: it replaces the rating without calling the input data into question, and it keeps the original expiry date. Without it, the DPE remains valid until its term, with its rating.
Do I need a new DPE?
No. A new survey is not required to benefit from a change of factor: certificates issued from 1 January 2027 carry 1.7 directly, and for an earlier certificate the attestation from ADEME’s DPE-Audit Observatory carries the recomputed figures — at the 1.9 factor until 31 December 2026 and, under the order of 19 August 2026, at the 1.7 factor from 1 January 2027. The ministry presents it as free and requiring no new visit.
Does my home exit "thermal sieve" status?
The simulator above answers for your home, with two caveats. First, the DPE rating retains the worse of the two classes, energy and climate: on our target perimeter, 604,669 EPC-assessed homes remain sieves through their emissions alone, and no factor will take them out. Second, the status is only left by reaching class E or better — a G that becomes an F is still a sieve. The simulation is not a document you can rely on: only your certificate and, where applicable, the ADEME attestation that replaces its rating are.
Is the fall the same for everyone?
No. The factor applies to the electricity share alone: on the 1.7 scale the calculation removes 0.2 kWh of primary energy per kWh of electricity consumed more than on the 1.9 scale, which already removed 0.4 compared with the 2.3 scale. A home heated by electricity but with gas hot water falls less, and an all-gas home barely falls at all: lighting and auxiliaries stay electric, but their weight is not enough to shift the letter. In "DPE number" mode, the simulator uses the actual breakdown from your certificate rather than an assumption.
My consumption falls but my rating does not move — is that normal?
Yes, it happens often. Each letter covers a consumption band. On the 1.7 scale the maximum fall — reached only if all consumption is electric — is 0.2 ÷ 1.9, that is 10.5%: you only change letter if your certificate’s consumption, on the 1.9 scale, exceeds the bottom of your class by at most 11.8%. For an F, which starts at 330 kWh PE/m²/year on the general table, that runs to 368. Above that, the letter does not move. There is another case: if it is your climate rating that caps the grade, the factor does not touch it.
My home moves from G to F — can I sign a new lease?
Yes, for a lease signed, renewed or tacitly extended until 31 December 2027, if the document attached to the lease rates it F: your certificate, or the ADEME attestation that replaces its rating — a simulation is not enough (state of the law as at 28 August 2026; check again before any decision). In mainland France, a G-rated home has been non-decent for any lease signed, renewed or tacitly extended since 1 January 2025; an F-rated one will be from 1 January 2028, an E-rated one from 1 January 2034 — Climate and Resilience Act no. 2021-1104 of 22 August 2021, article 160. Overseas the timetable is shifted: G in 2028, F in 2031. Ongoing leases are not broken: the requirement applies when a lease is signed, renewed or tacitly extended.
Does a better rating push up the sale price?
Nothing guarantees it. Across the house sales our data lets us observe, the median price per m² of F-rated houses is 15.9% below that of D-rated ones, against 6.9% for E-rated ones. That is a price gap associated with the rating, not a measured effect: it is corrected neither for fine-grained location nor for the age of the building, it rests on past sales, and on houses only. The home itself has not changed — and buyers still read final-energy consumption and bills.
Why does the simulator ask for the floor area?
Because below 40 m², the rating thresholds are raised: that is the small-surface reform, order of 25 March 2024, in force since 1 July 2024 — a reform distinct from the one on the conversion factor. Fixed consumption — hot water, base heating — weighs proportionally more in a small home. The uplift depends on both the area and the class, and it is sometimes enough to change the letter. Enter the habitable area shown on the DPE, not the Carrez area nor the gross floor area.
I have an energy audit — is it affected too?
Yes, through the same mechanism and in the same text. Article 4 of the order of 19 August 2026 provides that energy audits still in force may be given an attestation carrying the new ratings: the before-works one, and the after-works one for each of the audit’s proposed works packages. As for the DPE, it is generated exclusively by ADEME on its Observatory, it does not reopen the audit’s input data, and its validity ends with that of the audit it comes from. ⚠️ The simulator above covers the DPE, not the audit: it does not recompute the after-works ratings of an energy audit.
