Energy and climate ratings

Among 40,943 valid DPEs of homes (excluding generated DPEs) in Rouen, rating D is the most common; 33% reach ratings A to C.

If the homes with a DPE in Rouen had the same mix of building age and type (house, flat) as mainland France, the F+G share would be 13% (-0.4 pt versus the observed figure).

By floor area, the F+G share among homes with a DPE in Rouen ranges from 9.5% (70-99 m²) to 17% (25-39 m²).

For 14% of homes with a DPE in Rouen whose published class is reproduced, the climate rating (greenhouse-gas emissions) sets the DPE class: the final rating is the worse of the two (18% in mainland France).

12% of homes with a DPE in Rouen whose published class is reproduced would change rating with 5 kWh/m²/year of consumption, or 1 kg CO₂/m²/year of emissions, more or less: they sit on a class boundary (4,745 homes; 12% in mainland France). For them, a small measurement gap or a minor work can move the letter.

On 1 January 2027, the electricity primary-energy conversion factor drops from 1.9 to 1.7 (order of 19 August 2026). Among the 5,443 F- or G-rated homes with a DPE (excluding generated DPEs) in Rouen whose DPE is still valid on that date, whose published class is reproduced and whose scale could be read, 25% could obtain a certificate of a new rating, at least one class better, downloadable from ADEME's DPE-Audit Observatory. The original DPE remains valid until it expires.

Frequently asked questions — Rouen

How many energy-inefficient homes are there in Rouen?

Of the 40,943 homes with a DPE (excluding generated DPEs) since 1 July 2021 whose DPE is valid on 25 August 2026, 5,532 are rated F or G (14%), including 2,150 rated G. At building age and type comparable to mainland France, the share would be 13%. These are homes with a DPE, not every home in the city.

Which postcode of Rouen has the highest share of F- or G-rated homes?

Among homes with a DPE (excluding generated DPEs), it is 76000: 15% are rated F or G, out of 31,872 DPEs. 76100 has the lowest share (9.5%). The table by postcode also gives, for each, the share of flats and of homes built before 1948 among assessed homes.

Why are some DPEs in Rouen generated from the building?

34% of valid DPEs in Rouen were generated from the building's DPE, without a rating measured for the flat itself. The rules allow this for flats in an already-assessed building. These DPEs are counted separately on this page: they report F and G less often in older buildings, and almost never summer comfort.

How are homes in Rouen heated?

According to their DPEs, homes in Rouen are mainly heated by electricity (56%), natural gas (38%), district heating (4.3%). In mainland France, electricity heats 50% of homes with a DPE and natural gas 36%.

What do DPEs in Rouen say about summer comfort?

91% of homes with a DPE in Rouen fill in the DPE's summer comfort section. Of these, 54% are rated insufficient, 31% average and 15% good. The fill-in rate varies widely: these figures describe DPEs that complete the section, not the whole city.

Comparable cities

Cities chosen for their similar size, climate, building stock or département.

Among its comparable cities (Le Havre, Caen, Lille, Versailles, Saint-Denis, Boulogne-Billancourt and Paris), Rouen has neither the highest nor the lowest value on any indicator; however, its share of district-heated homes (4.3%) is below the group median (8.5%) and its median price per m² for a flat (€2,818) is below the group median (€4,155).
